Tianjin Municipal People's Government Announcement on the Implementation of Motor Vehicle Restriction Traffic Management Measures
I. From March 1, 2014, on weekdays (excluding statutory holidays), from 7:00 to 9:00 and 16:00 to 19:00, vehicles with non-Tianjin license plates are prohibited from driving on roads within the Outer Ring Road (excluding the Outer Ring Road itself).
II. From March 1, 2014, from 7:00 to 19:00, freight vehicles are prohibited from driving on the Outer Ring Road.
III. From March 1, 2014 to January 10, 2015, on weekdays (excluding statutory holidays), from 7:00 to 19:00, vehicles with Tianjin and non-Tianjin license plates will be subject to traffic management measures based on the last digit of their license plate numbers within the Outer Ring Road (excluding the Outer Ring Road itself).
IV. According to the provisions of Article III above, the last digit of the license plate numbers of vehicles subject to weekday (excluding statutory holidays) restrictions based on the last digit of their license plate numbers is divided into 5 groups, with the restricted days rotating regularly, as follows:
(I) From March 1, 2014 to April 12, 2014, the last digit of the license plate numbers of vehicles restricted from driving on Mondays to Fridays (including temporary license plates; the last digit of license plate numbers that are English letters will be treated as 0, the same below) are 1 and 6, 2 and 7, 3 and 8, 4 and 9, and 5 and 0;
(II) From April 13, 2014 to July 12, 2014, the last digit of the license plate numbers of vehicles restricted from driving on Mondays to Fridays are 5 and 0, 1 and 6, 2 and 7, 3 and 8, and 4 and 9;
(III) From July 13, 2014 to October 11, 2014, the last digit of the license plate numbers of vehicles restricted from driving on Mondays to Fridays are 4 and 9, 5 and 0, 1 and 6, 2 and 7, and 3 and 8;
(IV) From October 12, 2014 to January 10, 2015, the last digit of the license plate numbers of vehicles restricted from driving on Mondays to Fridays are 3 and 8, 4 and 9, 5 and 0, 1 and 6, and 2 and 7.
The last digit restrictions on license plate numbers are consistent with those in Beijing. Any changes will be announced separately.
V. The following vehicles are not subject to the above measures:
(I) Four types of special vehicles: police cars, fire engines, ambulances, and engineering rescue vehicles;
(II) Public buses, shuttle buses (with shuttle bus certificates issued by the public security traffic management department), long-distance buses (with long-distance bus certificates issued by the public security traffic management department), large and medium-sized passenger vehicles, taxis (excluding rental vehicles), and postal special vehicles (with postal permits issued by the public security traffic management department);
(III) Vehicles of embassies, consulates, and international organizations in China (vehicles with "Shi" license plates);
(IV) Special operation vehicles for sanitation, gardening, and road maintenance;
(V) Funeral vehicles from funeral homes.
VI. To facilitate public travel, the public security traffic management department will assist units and individuals/families with vehicles having the same group and the same restricted last digit in changing their license plates, and will issue special permits to drivers with automatic transmission licenses and left lower limb disabilities. The main situations include:
(I) Individuals who own 2 or more vehicles, and the last digit of their license plate numbers are all in the same group or have the same restricted last digit;
(II) Couples who each own 1 or more vehicles, and the last digit of their license plate numbers are all in the same group or have the same restricted last digit;
(III) Families (family members in the same household registration book) who own 2 or more vehicles, and the last digit of their license plate numbers are all in the same group or have the same restricted last digit;
(IV) Units that own 2 or more vehicles, and the last digit of their license plate numbers are all in the same group or have the same restricted last digit.
