Bicycle commuting rates continue to decline; 153 cities will hold car-free day activities
As of August, 153 cities in China have pledged to participate in Car-Free Day activities. This was announced at a press conference on September 11, 2013, for the 2013 China Car-Free Day activities.
According to Tang Kai, chief planner of the Ministry of Housing and Urban-Rural Development, this year's China Car-Free Day activities will be held on September 22nd, with the theme of "Green Transportation, Fresh Air." He stated that strengthening the construction of green transportation systems has become one of the core values of urban governments in carrying out Car-Free Day activities. Simultaneously with these activities, the comprehensive promotion of green transportation system construction is necessary.
According to Tang Kai, the main policy measures for green transportation system construction include: promoting the coordinated development of urban transportation and land use; strengthening urban transportation infrastructure construction, focusing on the development of green transportation systems; and researching and implementing traffic demand management strategies in a way that suits local conditions, reasonably guiding individual motorized transportation needs.
Tang Kai also emphasized the importance of paying attention to bicycle transportation. He introduced that in recent years, the proportion of bicycle commuting in Chinese cities has decreased significantly. In Beijing, it has dropped from 38.5% in 2000 to less than 15%, and in Shenzhen, it has dropped from 30% in 1995 to 6%.
Since 2007, the Ministry of Housing and Urban-Rural Development has organized China Car-Free Day activities for six consecutive years. Cities participating in Car-Free Day activities should hold publicity related to green transportation methods around the theme, implement at least two new measures to promote the shift from car travel to green travel, and designate car-free zones, open only to pedestrians, bicycles, public buses, taxis, commuter vehicles, and special vehicles for at least one day.
